Q: What is overrun, and why does it matter more than anything else here?

Overrun is the percentage of air whipped into the mix. It sets both the texture and your yield. A gravity-feed machine runs 15-45% overrun and gives a denser, gelato-like product; an air-pump machine runs 40-80% and gives classic light soft serve. The commercial consequence is the yield: at 80% overrun one litre of mix becomes roughly 1.8 litres of finished product, where at 20% it becomes 1.2. If you are comparing a gravity-feed and an air-pump version of the same machine, that is the difference you are actually choosing between.

Q: What does the mix tank pre-cooling do?

It is a separate refrigeration circuit - a 1/6 HP compressor on R134a - keeping the mix cold in the hopper before it enters the freezing cylinder. It matters twice over: dairy mix sitting unchilled through a long trading day is a food-safety risk, and mix that is already cold freezes faster so the machine recovers better during a rush. The condenser is air-cooled, so there is no water connection for cooling - but it does need clear airflow around it, and boxing it into a tight cabinet will cost you capacity on a hot day.
